At which point, do the rest of the World would realize that Putin is a murdering lunatic dictator?

He has turned his country (Russia) into a terrorist state

And he must pay for what has been done to the sovereign nation of Ukraine (during the war), 

He must pay also for the EU (impacted by the gas crisis), 

He must pay for developing countries (the grain crisis) 

and finally he should also be liable for even Russia itself (when its own citizens live in fear of becoming the FSB's next target)
